Janesville-Thomas Phelps, age 53, passed away September 15, 2010 at his home in Janesville. He was born December 15, 1956 the son of Robert Phelps Sr. and Patricia Shand in Minneapolis, MN. He will be remembered as someone who loved to have a good time. At Tom's request no public services will be held.
